Hurricane barrier unable to learn

I am a combat ouster , yet i cannot learn Squally/hurricane barrier 1.

I have met the requirement stated, which is lvl 50 and higher , with total of 180 points in pure strength and pure dex.

please help.

yeh its fcked. u need liek 400 or 500 dex to learn hurricane 2 ;/

so fcked cause u cant learn it on 2240 dex rest str combats ;/
